NICRO Submission: Judicial Inspectorate Annual Report 2011/12

NICRO remains concerned about the independence of the Judicial Inspectorate of Correctional Services, particularly that the appointment of the Inspecting Judge is recommended by the Minister of Correctional Services. According to Chapter 10(86(1) of the Correctional Services Act 111 of 1998, it is the President of the Republic of South Africa who must appoint the Inspecting Judge. NICRO feels that the involvement of the Minister of Correctional Services compromises the independence of such an office, as well as the effective monitoring of Correctional centres.
