In 2011 NICRO began a long term research project to ascertain the attitudes of judges and magistrates towards the use of diversion and non-custodial sentencing. With the support or ARMSA (Association of Regional Magistrates of Southern Africa) and JOASA (Judicial Officers Association of South Africa), surveys were distributed in September and October 2011. To date, 46 surveys have been returned to NICRO and the following data has been extracted from those returns.
